What's the best way to study(Tibetan) Buddhism?

I live in Pennsylvania (on the pa/ny line). I've been watching(youtube)dharma videos and reading some books(snow lion publishing) . I want to study/experience alot more.A 1 week long retreat is available in Ithica, NY this summer but it costs $975.00(per week).I do not have this kind of money.Does anyone know of teachings or Buddhist communities that could help me to learn/practice ?I'm also interested in service to the/any community but cannot find one.....one that I can afford that is. ALSO, what colleges/courses would be good for learning Buddhism,global/cultural issues? I am willing to relocate if, I can find an opportunity to learn/practice/serve in a Buddhist community. Thanks!
