My boyfriend got a ticket for not having his registration or proof of insurance...?

I was speeding in the desert in Nevada and got pulled over. I got a 200 dollar ticket but my boyfriend got a 1300 dollar ticket because his dad changed his insurance company without telling him and never gave him the new proof of insurance or the registration. The police officer told us it was a very expensive fine but that since he checked and it is insured/registered that we just have to fax the copies of the paperwork to the court and it would be taken care of. Does this mean the fine will be dismissed or only that it will be reduced??
